At a meeting of the Cricket & Registration Committee held on Monday 14th February 2022, the following decisions affecting the 2022 playing season were confirmed after previous consideration at a Management Board meeting held on 6th December 2021 and a meeting of BDPCL Member Club Chairs held on 17th January 2022: -   

1. Teas   

Clubs will not be expected to provide teas for players, umpires or scorers; the playing directives and playing conditions will be amended accordingly.   

2. Payment to Umpires   

Umpires’ attendance fees for League matches will increase to £60.00 per umpire for League matches and £50.00 per umpire for Williamson Trophy matches to reflect the absence of refreshments supplied during the break between innings. The attendance fee for (Twenty20) Challenge Cup matches will remain at £25.00 per umpire.   

3. Scorers   

Covid protocols permitting, it will be mandatory for home and away clubs to provide a non-playing scorer for all matches played under the jurisdiction of BDPCL.   

4. Covid Cancellations   

A club that has four or more players who were, originally, selected to play in a match under the jurisdiction of BDPCL, who become unavailable due to Covid, may apply to the Cricket & Registration Committee for a cancellation. Any club calling a game off for this reason will be required to provide appropriate evidence in the form of a signed declaration that makes it clear that it understands that it will be subject to sanctions if it is proved that the information supplied is false. If a team is compelled to withdraw from a League fixture because of the loss of a significant number of players due a Covid outbreak such that it is unable to fulfil its commitments, matches affected in this way will be treated as a void game. In any division affected in this way, the average points per game will be used as the deciding factor for promotion and relegation rather than total points.      

5. Slow Over Rates   

Clubs will be penalised for all breaches of the agreed over rate in all matches played under the jurisdiction of BDPCL; the playing directives and playing conditions will be amended accordingly and applied to all competitions.   

6. Commonwealth Games 2022   

The only BDPCL fixture that will be affected by the above event is the Moseley v Berkswell match in Premier Division One, scheduled for Saturday 30th July. Due to the unavailability of Moseley’s home ground because it is being used as a practice centre for the tournament, the match, courtesy of Warwickshire C.C.C., will be played at the Edgbaston Foundation Ground, Portland Road, Edgbaston on the due date. The Cricket & Registration Committee extends its thanks to Berkswell and Warwickshire C.C.C. for supporting these arrangements. 

7. Sanctions for Failing to Fulfil Fixtures in the (Twenty20) Challenge Cup Competition   

It will be mandatory for all member clubs to enter the competition. If a fixture is unfulfilled after the draw has been made, for anything other than climatic reasons, the club responsible will be requested to submit an explanation for their withdrawal from the fixture to the Cricket & Registration Committee who shall have the power to impose whatever sanctions it sees fit. These sanctions shall include the power to impose financial penalties and/or a deduction of up to a maximum number of 20 League points from the club if it is deemed that the reasons submitted for failing to fulfil the fixture are unacceptable.   

8. Sanctions for Failing to Fulfil Fixtures in the Graham Williamson Trophy   

Entry to the competition will be mandatory for the 12 clubs who participated in Premier Division One during the previous season and the two clubs promoted from Premier Division Two into Premier Division One at the end of the previous season. Two guest teams, to be determined by the Cricket & Registration Committee, before the start of each season, will, also, be invited to enter the competition. If a fixture is unfulfilled after the draw has been made, for anything other than climatic reasons, the club responsible will be requested to submit an explanation for their withdrawal from the fixture to the Cricket & Registration Committee who shall have the power to impose whatever sanctions it sees fit. These sanctions shall include the power to impose financial penalties and/or a deduction of up to a maximum number of 20 League points from the club if it is deemed that the reasons submitted for failing to fulfil the fixture are unacceptable.   

9. Royal London National Club Competition   

Following correspondence from ECB in October 2021, BDPCL nominated eight clubs to enter the 2022 competition: - Barnards Green, Barnt Green, Kidderminster, Knowle & Dorridge, Leamington, Shrewsbury, Walsall and Wolverhampton. All eight were accepted into the competition but, shortly before Christmas, ECB directly contacted clubs who had not been entered into the 2022 draw inviting them to submit expressions of interest regarding entry. The has led to the introduction of a preliminary round and the draw for the competition, which, now, includes Moseley, in addition to the original eight entrants listed above, has been circulated to clubs by ECB.   

10. BDPCL XI v Birmingham Bears   

The above match will take place on Tuesday 31st May 2022 at Kenilworth Wardens C.C. It will be played in Twenty20 format and will commence at either 5pm or 6pm to be agreed by all parties. Prior to the game, a variety of activities will take place including coaching from the Warwickshire Cricket Board and, hopefully, some junior games. Neil Pinner (Kidderminster) has accepted an invitation to lead the side which will be selected by BDPCL Chair David Middleton and the captain.
